Three statewide networks will sit down with a North Carolina business owner and work through their problem, at no charge, funded already by taxes you have paid. Most owners have never heard of any of them.

The three networks that cost nothing
The Small Business Center Network runs out of North Carolina's 58 community colleges. The system describes its counseling as completely free and confidential, with training that is free or low cost. This is the one to start with if you are early, because there is a center near almost everyone in the state and the seminars are aimed squarely at people who have not done this before. The SBTDC, the Small Business and Technology Development Center, is part of the UNC System and goes deeper. Business strategy, growth, government contracting and exporting. There is an office at UNC Wilmington, and centers across the state. Counseling is provided at no charge to North Carolina businesses.
SCORE pairs you with a volunteer mentor who has already run a business, at no cost, by email, phone or video. It is the most informal of the three and the easiest to start. SCORE Cape Fear Region covers the Wilmington area.
Using all three is normal. They are funded to be used and they are not competing for your business, because none of them are selling anything.
