How to start an AI consulting business

What it costs, what you file, what it earns and what ends most of them. Every number below is cited to where it came from.

No government or peer-reviewed source publishes a startup cost range for an AI consulting business, so no figure is quoted here. The hardest part is demand generation and client concentration rather than technical delivery, because a solo or small practice bills only while a named buyer is under contract, and every week spent selling is a week not billed.

What it costs to start

No primary source publishes this

No federal statistical agency publishes a startup cost range for AI consulting, and the dollar figures circulating on business idea sites trace to vendor content rather than to any survey, so both bounds are null. The closest primary anchor is the Census Bureau Annual Business Survey startup capital question (reference year 2017), which found 50.9 percent of new employer businesses began with less than $25,000 and 24.1 percent with less than $5,000, while 11.5 percent used $250,000 or more. That question does not appear in the 2023 ABS topic lists, so the 2017 distribution remains the most recent published one.

What you have to file

Licensing is set by state, county and city, so this is what the category tends to require rather than a list for where you live. The state pages below carry the filing detail for each of the 50.

  • State entity registration with the Secretary of State (LLC, corporation or partnership) plus an in-state registered agent; a sole proprietor trading under their own legal name may not need this
  • DBA or assumed name filing where the practice trades under a name other than the owner's or the entity's registered name
  • Federal Employer Identification Number from the IRS, needed to hire employees, operate as a partnership or corporation, or open business accounts; the IRS charges no fee and warns against third party sites that do
  • City or county general business licence and, for a home based practice, a home occupation permit
  • State sales and use tax permit where the deliverable is taxable; Texas taxes data processing services such as data entry, storage, manipulation, retrieval and web page creation, while advisory work using a computer as a tool stays nontaxable
  • Workers' compensation insurance once employees are hired, plus state unemployment insurance registration
  • Professional liability and technology errors and omissions cover, together with cyber liability; not a statutory licence but routinely a contractual precondition in client master services agreements
  • SAM.gov entity registration and a Unique Entity ID before bidding on federal contracts as a prime awardee
  • Colorado Artificial Intelligence Act (SB24-205) duties where the engagement involves developing or deploying high risk AI systems affecting Colorado consumers
  • NYC Local Law 144 compliance where an engagement touches automated employment decision tools: an independent bias audit within the prior year, publication of the audit summary, and candidate notice

What the margins look like

IRS Statistics of Income, Nonfarm Sole Proprietorship Returns for Tax Year 2022, Table 1, shows professional, scientific and technical services reporting a net margin of 41.0 percent, against 19.7 percent across all nonfarm sole proprietorships. Read it with care: a sole proprietor deducts no owner's salary, so that 41.0 percent is the owner's pay and profit combined, not profit in the sense a corporation would report.

Whether demand is growing

Growing

BLS projects employment of management analysts, the closest occupational proxy for independent consultants, to grow 10 percent from 2025 to 2035, much faster than average, adding 109,200 jobs on a 2025 base of 1,077,100 with about 94,100 openings a year. Median pay was $101,860 in 2025 and roughly 14 percent are self-employed. BLS publishes no separate projection for AI consulting as such.

How big the market is

Of the professional, scientific and technical services establishments (NAICS 54) that opened in the year ended March 2015, 56.0 percent were still operating after five years and 37.2 percent after ten years, measured to March 2024 (BLS Business Employment Dynamics). Across all US employer establishments the SBA Office of Advocacy puts the long run averages at 49.2 percent surviving five years and 33.9 percent surviving ten, so consulting sits slightly above the national pattern.

The part that ends most of them

Demand generation and client concentration rather than technical delivery, because a solo or small practice bills only while a named buyer is under contract, and every week spent selling is a week not billed. The Federal Reserve's 2026 Report on Employer Firms found 77 percent of firms reporting rising costs as a financial challenge and revenue expectations at their lowest level since 2020, which is the environment in which discretionary advisory budgets are cut first. One figure to treat with caution: the widely repeated claim that 85 percent of AI projects fail has no primary study behind it.
